About COP28

The United Nations Climate Change Conference (COP) is a group of countries that have signed the United Nations Framework Convention on Climate Change (UNFCCC), which was established in 1992 and entered into force on 21 March 1994. Its ultimate goal is to prevent “dangerous” anthropogenic interference with the climate system. Today, almost all countries in the world are Parties to the Convention. Each year, the Parties meet to measure progress and negotiate a multilateral response to climate change. The Convention provides the basis for international climate negotiations, including landmark agreements such as the Kyoto Protocol (1997) and the Paris Agreement (2015).

The 28th United Nations Climate Change Conference (COP28) is held in Dubai, UAE, with over 100,000 participants from around the world, making it the largest ever. The number of Chinese participants applying for COP28 through the Ministry of Ecology and Environment (MOE) is over 2,000, 10 times higher than in 2022 and the largest ever. COP28 will be a key meeting for global climate action. In contrast, previous conferences emphasised more on what parties and governments need to do; this year's conference will emphasise more on the important role of business in combating climate change.
