CIMC Enric, China Merchants and Sinopec (HK) Join Forces to Complete Hong Kong’s First Green Methanol Bunkering Operation

(6 March 2026 – Hong Kong) CIMC Enric Holdings Limited together with its subsidiaries (“CIMC Enric” or the “Group”) is pleased to announce that the world’s first methanol dual-fuel Ro-Ro vessel “Gang Rong” successfully completed Hong Kong’s first green methanol bunkering operation. This milestone marks a breakthrough in the deepened strategic collaboration between the Hong Kong Special Administrative Region (“HKSAR”) Government and leading enterprises including CIMC Enric, China Merchants Energy Shipping, Sinopec (Hong Kong), in response to China’s “Dual Carbon” strategy and in advancing the implementation of the Hong Kong’s “Action Plan on Green Maritime Fuel Bunkering”. It also demonstrates that Hong Kong is taking solid steps toward becoming an international green marine fuel bunkering centre.


The bunkering ceremony was themed “Riding The Tide, Greening The Future” and was jointly hosted by CIMC Enric, China Merchants Energy Shipping and Sinopec (Hong Kong). The ceremony was grandly held at the Hong Kong Legislative Council Complex. Attendees included Secretary for Transport and Logistics of Hong Kong, Ms. Mable Chan, Under Secretary for Environment and Ecology, Ms. Diane Wong, and Director of Marine, Mr. Wong Sai-fat, together with Legislative Council members Mr. CHAN Hak-kan, Ms. Chan Kapui, Mr. Yin Kong, Mr. Bok Kwok-ming, Mr. Ng Kam-wah, Mr. Lam Ming-fung, and Mr. Chung Ki-fung, representatives from the three companies and China International Marine Containers Group, China Merchants Group , Sinopec Group, along with more than one hundred representatives from the maritime industry and related sectors including energy, equipment manufacturing and finance, jointly witnessed this milestone moment.


The “Gang Rong” vessel can flexibly switch between conventional fuel oil and methanol. When using green methanol, greenhouse gas emissions can be significantly reduced. On the day of the operation, with strong support from relevant departments of the HKSAR Government and port authorities, the vessel successfully carried out Hong Kong’s first green methanol bunkering operation for a Ro-Ro vessel. Approximately 500 tonnes of green methanol were bunkered, capable of reducing greenhouse gas emissions by around 85%. This also signifies that Hong Kong has established a comprehensive methanol bunkering system.


The green methanol bunkered during the operation was produced at the Zhanjiang Green Methanol (Bio-based Methanol) Plant of CIMC Enric. The project has obtained ISCC EU full-chain international certification, with a life-cycle greenhouse gas emissions reduction rate exceeding 85%, making it a bio-based green energy product that meets international standards. As the world’s first methanol dual-fuel Ro-Ro vessel, the “Gang Rong” significantly reduces greenhouse gas emissions when green methanol is used.


This bunkering operation was carried out through a ship-to-ship model and completed through the bunkering service system of Sinopec (Hong Kong), with the application ultimately carried out by China Merchants Energy Shipping as the shipowner. The operation fully demonstrated the truly end-to-end value chain of green methanol covering “production-storage-transportation-refueling-application.” During the bunkering event, the parties simultaneously presented the internationally certified green attributes certificates for the fuel supplied.


To ensure the safe and efficient completion of the bunkering operation, relevant departments of the HKSAR Government worked closely with participating enterprises to establish a comprehensive support framework. The Transport and Logistics Bureau, Marine Department, Customs and Excise Department, and Immigration Department actively implemented the strategies set out in Hong Kong’s “Action Plan on Green Maritime Fuel Bunkering”, providing full-process support for the project ranging from policy guidance and facilitation of approvals to safety supervision. CIMC Enric and China Merchants Energy Shipping, Sinopec (Hong Kong), based on the “Strategic Partnership Agreement on Jointly Building Hong Kong into a Green Methanol Bunkering Centre” signed in November 2025, fully leveraged their respective core strengths in marine transportation, fuel storage, transportation, distribution, as well as equipment R&D, development and manufacturing. Following comprehensive preparations in technology verification, solution development and emergency preparedness in advance, the parties successfully executed this bunkering operation.


This successful bunkering operation is not merely a technical demonstration but also a key practice in Hong Kong’s effort to build an ecosystem for a green maritime fuel bunkering centre. This operation validates both the technical and commercial viability of green methanol bunkering in Hong Kong, establishing a collaborative model that integrates government and enterprise, port-shipping, and the entire industry chain. This provides a strong “Hong Kong Solution” for developing green shipping and attracting global green vessels to call at Hong Kong. According to the “Action Plan on Green Maritime Fuel Bunkering”, Hong Kong aims to increase the proportion of locally registered vessels using green maritime fuels to 7% by 2030, while reducing carbon emissions from port operations. This first bunkering operation represents a substantial step toward achieving these objectives.


Taking this first bunkering operation as an opportunity, the signing parties stated that they will continue to deepen cooperation and jointly promote the industrialisation, scaling-up and regular supply of green methanol in Hong Kong, while accelerating the development of a complete ecosystem. These efforts will directly support Hong Kong in becoming a leading green maritime fuel bunkering and trading centre in the Asia-Pacific region, further consolidating and enhancing its position as an international shipping hub. They will also contribute to supporting China’s “Dual Carbon” strategy, advancing Hong Kong’s “Carbon Neutrality” goals, promoting the low-carbon development of the global shipping industry, and strengthening the green resilience of global supply chains.
